LACRALO has started a new stage with great challenges and a different organizational scheme. As of November 2018 (at the close of ICANN-63), the new leadership of LACRALO, the Argentinian, Sergio Salinas Porto as president and Venezuelan, Harold Arcos as secretary, launched for consensus call the document of new Operating Principles that the region built promoting a set of changes in the way of work that promise to make the participation of Internet end users representatives from the Regional Organization of Latin America and the Caribbean Islands (LACRALO) within ICANN much more visible and productive.
The reform of the Operating Principles of the region has expanded a series of participatory tools that will have a positive impact on the intervention of internet end users in the policies that are discussed in the At-Large Advisory Committee (ALAC) and therefore in ICANN
The changes gave way to the development of regional working groups and the creation of a Board of Directors (based on the concept of multi-leadership), made up of the directors of the working groups, in addition to the three ALAC Members of the region and the President and Secretary of LACRALO.
The working groups will allow us to advance in a dynamic of review, study and creation of capacities for the constant participation in relation to the important issues for Internet users within the policy development processes that are carried out in our ICANN ecosystem. All these aim to look at the topics that are discussed in ICANN from a Latin-Caribbean perspective and generate an active participation in the ALAC and cross-community working groups.
They are organized as follows:
1.- DOMAINS AND ITS RELATIONSHIP WITH THE USERS (GNSO) – Director: Vanda Scartezini
Objective. Follow, review, analyze and share with the Region the topics and debates generated during the Development Processes of Policies related to the Domains and their impacts on Internet users.
2.- WHOIS / GDPR – Director: Carlos Leal Ceballos
Objective. Follow, review, analyze and share with the Region the issues and debates generated during the Policy Development Processes related to the proposed implementation of the General Data Protection Regulation and its impact on Internet users. As well as the impact on the proposal of the Directory Registration Service (RDS) which was expected to replace the Whois.
3.- IDN – Director: Marcelo Telez
Objective. Follow, review, analyze and share with the Region the topics and debates generated during the Policy Development Processes related to the Internationalization of Domain Names (IDN), promote the languages of native peoples, for use on the Internet.
4.- Communications – Director: Lilian Bruges
Objective. Develop, maintain and strengthen the initiatives that allow to constantly improve the regional communication processes as well as participate in the global information dissemination strategies of the ICANN ecosystem in order to contribute with an opportune knowledge of the Internet Governance.
5.- Training – Director: Adrián Carvallo
Objective. To develop activities that contribute to the formation of capacities in the members of the Region, providing access to the available knowledge on the topics of interest for Internet users that allows them to participate actively in the ecosystem of Internet Governance.
6.- Governance – Director Sergio Salinas Porto
Objective. To develop and propose the necessary initiatives for the strengthening and updating of the Governance model of our region according to the proposals and agreements reached during the mediation process.
